Rebecca A. Fleming

Rebecca A. Fleming is a native New Yorker. She was born and raised on Long Island and is a cum laude graduate of the State University of New York at Cortland (B.A., 1996). She relocated to Maryland in 1998 and obtained her law degree from the University of Maryland School of Law (J.D., 2000), and was admitted to the Maryland Bar that same year.

Ms. Fleming is an experienced litigator, and although she focuses her litigation practice on Family Law, she also has experience in the areas of personal injury, insurance defense and general civil litigation. She has represented clients throughout the state of Maryland. Due to the sensitive nature of the family law practice, Ms. Fleming has developed a unique appreciation for the emotional complexities of family law issues, whether the case involves a divorce after several decades of marriage or an unmarried couple with a child in common, and treats all clients with the utmost respect and dignity while they face the most personal issues that a court case can involve.

Since Ms. Fleming recognizes the toll that expensive, protracted litigation can have on a client, she makes every effort to settle her client’s cases without court intervention. Believing that the parties are in the best position to make determinations regarding their children and the division of their assets, she explores settlement options, including mediation and collaborative practice, prior to trying a case. For those cases where settlement is not possible, Ms. Fleming is prepared to go to trial and has trial experience in the areas of divorce, custody, child support, alimony, adoption, guardianship, CINA (Child In Need of Assistance); Protective/Peace Orders and Petitions for Contempt and Modification.

Ms. Fleming has expanded her practice by successfully completing the 40 Hour Civil Mediation Training (October 2007) required to qualify her as a mediator for general civil litigation cases and has completed the 20 Hour Child Access Mediation training (April 2008) and the 20 Hour Property Settlement Mediation training (April 2008), which qualify her as a mediator in divorce and/or custody cases. She is also qualified to serve as a court appointed Best Interest Attorney and has represented children who range in age from six months to fourteen years old. In addition, Ms. Fleming completed her collaborative practice training and satisfies the International Academy of Collaborative Professionals standards for Collaborative Practice in family related disputes.

Ms. Fleming is member of the Maryland State Bar Association, the Women’s Bar Association of Maryland, the Baltimore Carroll Women’s Bar Association, the Dissenters Law Club of Baltimore County and the Baltimore County Bar Association. In 2010 she was selected as the Baltimore County Bar Association Executive Council 2010 At-Large Member, and as she has moved up through the ranks of the Executive Council, she has now serves as the President of the Baltimore County Bar Association. Ms. Fleming has served as a Baltimore County Bar Association's Young Lawyers Committee Member (2002 – 2007), Vice-Chair (2005 – 2006), Chair (2006 – 2007); Law Day Committee Member (2007 – current), Chair (2008 – 2009 and 2009 – 2010); Family Law Committee Member (2002 – current); and CLE Committee Member. She was asked to serve on the Baltimore County Bar Association Task Force in 2009. She is a Past President of the Dissenters Law Club of Baltimore County and a Past President of the Baltimore Carroll Women's Bar Association (2016-2017).

In addition, Ms. Fleming was named in Super Lawyer Magazine in the legal field in the state of Maryland as a Rising Star from 2011-2014 and as a Super Lawyer since 2015, a Top 100 Super Lawyer since 2018, and a Top 50 Women Super Lawyer since 2018.

Ms. Fleming has been a guest lecturer at the University of Maryland School of Law, Stevenson University and at various high schools and civic centers throughout Baltimore County. She has also spoken at various seminars tailored to paralegals and attorneys who practice in the area of family law.
